I filed an issue for you in the tracker: #22415: Volta attached to non-top staff deleted when correspond staff is removed

... I am still learning this bug-reporting to be done properly, I am not familiar with Tracker page (or folder or forum of department - whatever is properly called. LOL!).
Is there a page or document describing proper bug-reporting?
