[MIDI import] long notes in 12-8 time should respect beat groups

Steps to reproduce:
1. Open the attached MIDI file in MuseScore

Expected behavior:

Actual behavior:
capture-midi-import.png

Discussion: MIDI import generally ties notes according to beat groups. One exception seems to be any note held for a whole note or longer in 12-8.
