What do you mean by "Blank Staff"? A staff without clef, keysig, timesig and barlines?
For what would you needed it?

Thanks you, I used to Finale early, maybe my mistakes.
If perhaps you mean you want to create a lead sheet, the easiest way is to use the "Create new score from template" option in the first screen of the wizard and then choose either Lead Sheet or Jazz Lead Sheet (the latter uses the MuseJazz font).
But if can also just create a score for a single instrument of your choice then delete the instrument name.
