Its not working on Anacrusis beat. it will place on the first beat. Wish I can drag notes.

I think you mean that you cannot get something to work rather than the program is not working properly? Work carefully through the Handbook page on how to create a new score. Pay particular attention to the section “Set time signature, pickup measure, and number of measures”

I actually want to copy and paste but it keeps pasting on a first beat. I use Finale and Sibelius a lot, I think musescore needs to add drag notes side ways. Although I later found my way out of it by adding the note and paste the rest.

MuseScore pastes exactly here you tell it to. If you select the first beat of a measure and then give the paste command., then yes of course it pastes there. If you want to paste somewhere other than the first bea,t simply select the desired location first.
If that doesn't help, please attach your score and describe the problem you are having in more detail. But in general, moving notes should be very easy, no need to complicate it by requiring awkward drag&drop operations. Drag in MuseScore is for manual adjustments - fine-tuning position of notes, etc, and it works well for that purpose. Just a matter of learning to use the right tool for the job!
