Guitar pitch an octave to high after importing from PDF file
I imported guitar music from a PDF file and the notes sound an octave too high and also when I add a TAB the notes on the guitar show an octave too high. When I change the clef to the optional 8vb the notes show up correctly but are still an octave too high and I don't know how to lower them.

Ctrl-a will select the entire score. ctrl-down arrow lowers notes an octave.
Welcome.
The problem is that since the PDF you are working from doesn't use the octave clef, the program that did the scanning and converting to MusicXML had no way of knowing that they are intended to sound an octave lower than written, and thus this information was not written to the MusicXML and thus MuseScore also was given no way of knowing that either. So indeed, just select all and transpose down an octave.
I am having the same exact problem, and when I select all the tab notes and try to lower them an octave, it does not work. I am pressing command and Down arrow. Any ideas?

Use the octave transpose command on the standard staff, not the tab staff. Those shortcuts do something different for tab (move notes between strings if possible, without changing pitch). Or, use Tools / Transpose.

I don't want to transpose the standard staff. The standard staff is fine. If I transpose it down an octave it will be confusing to the students. It also appears that my staves are not linked, and when I tried to create a new project and link the staves, that box was grayed out and I could not select it.

I think I figured it out! I needed to change the top standard staff to acoustic guitar! I had it on piano, once I switched it to guitar, the pitches sounded an octave lower, and when I copied and pasted to the tab, it printed the tablature correctly!

If you're sure you have the right clef and transposition for the standard staff, then indeed, transposing only the tab staff would work, and the Tools / Transpose dialog would do that. Sounds like you've figured something out, but it could still be things aren't really idea. If you attach your actual score and explain more about how you created it, we can understand and assist better to make things go more smoothly in the future.
