when I do the right click on "full bend" in articulations I only get palette cell properties but how can I get to Bend Porperties ?

apply the bend, then you see its properties in Inspector

You can change the bend properties while it's in the score and press ctrl+shift while you drag it to a palette to reuse it without having to edit the properties every time.
