i am trying to delete empty measures but it is not deleting it in the very first staff, why is that???

Then we'd need to see the score.
As mentioned, in order to see what might be going on, we'd need you to attach the score, also describe what you are doing as precisely as you can. It should be as simple as selecting the measures (be sure you see a blue rectangle to indicate the selection) then pressing Ctrl+Del. As it is, my best guess you simply aren't selecting enough measures, so maybe you're deleting the first 4 or 5 empty measures, but there are still dozens more, so they are simply moving over to take the place of the ones you deleted. Probably you just need to be sure to select all the measures you want to delete.

No, you don't. You want to hide them, that's something entirely different. See above.

ok look, there are 3 measures on top of each other in each staff, what i am trying to do is DELETE the SECOND staff IN THE MIDDLE

Hmm, so you want to delete a staff, not some measures. Press I, then select the staff and delete it. See attached

If you delete (not hide) the second staff, you will lose the notes which start at measure 36 on that very staff.
If that's OK...Here's how:
Go to Edit -> Instruments where you click on Staff 2 of the piano and press 'Remove'.
Goodbye staff...

Or If you want to hide the empty measures from the middle staff of the piano, but the other should be always visible, you can also select additional for these other staffs right click->staff properties -> "never hide"

On the first staff right click -> staff properties...; select "never hide".
The same procedure for the the third and the fourth staff.
(but not for the second staff)
Then as mentioned select "hide empty staffs" and deselect "don't hide empty staffs in the first system"

What you really want is for the staff to disappear, not be deleted. You have notes on that staff other places in the score. Follow Jojo's and Jm6stringer's advice and you will have the display you want.
Once you put a staff in the score for one measure, it will exist for the whole score. If you want measures with notes in that staff to remain, you will must hide the staff when it is empty.

You are not understanding. Once the staff is entered in the score it is ALWAYS in the score. You need to make it invisible according to Kuwitt's instructions to hide it. It is impossible to delete it in one place but not another.

You will eventually learn the ins and outs of the program. Until then, keep in mind that what you are asking usually requires several steps. The steps are designed to allow you to do what you want, such as hide a staff sometimes, but you need to make sure you read all of the steps and follow all of them for what you are trying to do. In the process, you will probably learn other uses of the individual steps you can use in the program at other times. Keep pressing on.
