Dynamics do not work after opening a midi file in MuseScore2.3.2 (Mac OS X).

This is an easy fix:
1) Make sure that the Inspector is open (F8 or "View->Inspector")
2) Click on any note in the score then right-click and choose "Select->All similar elements". This will highlight all of the notes of the score.
3) Look down near the bottom of the Inspector where it shows "Velocity Type" followed by "Velocity".
4) Drop down the "Velocity Type" and choose "Offset"
5) In the "Velocity" input box, put "0" (zero).

Now all dynamics will work as they should. You'll have to do this for any and all midi files you open in MuseScore.

Just to clarify; it is also intended behavior by design. When MuseScore imports a MIDI file it tries to preserve as much from it as possible, including the velocity settings included by it.

Agreed. In the process, it worth explaining in more detail what the actual problem is that this solves (and what you give up). The steps themselves are clear, why a user would want to (or not want to) take these steps is less clear.

I'd state something like this:

"By default, after importing a MIDI file, MuseScore will honor the original velocity (dynamics) of each and every note, and will preserve this even if you add dynamic markings later. If you prefer MuseScore to ignore the originally-recorded velocities and obey the dynamics you add later instead, here is how to achieve that goal"
