On parts, how would I widen the measures to make that part look less sloppy (like widening measures and measures of rests)?

Not really sure what you mean by 'sloppy'
a) disable multimeasure rests (M to toggle)
b) add system breaks
If you find the default spacing too tight, first place to go is Style / General / Measure and increasing the Spacing setting. This is global for the part (you can also hit "Apply to all Parts"). Then you can also select particular ranges of measures and use the stretch commands in the Layout menu (shortcuts "{" and "}") to decrease or increase them.
