After inserting a "Space up" spacer between two staves, when I drag up the handle of the spacer to insert space between spaves, it will not insert any space until I drag the handle over the top line of the upper staff.
Instead, in version 2, the spacer starts inserting space as soon as I start moving the handle up.

I believe this is by design, those spacers are not needed as much as before due to autoplacement
These spacers (used on the top staff) will not work if there is a "Title frame" on the first page.
Normally only works on the second and subsequent pages.
For the First page: Click on the "Title frame" and increase the "Bottom gap" value from Inspector.

Also on second page the behavior is the same: respect to release 2.0, on 3.0 the upper handle of a vertical spacer needs to go beyond the topmost line of the upper staff (see gif attached) to produce a space introduction

If you want to use it in the top row, try to use on the topmost staff (not between top and second staves).
If you want to use between two staves, I think there's a limit (but quite enough).
