What kind of staff do you want to add? Another instrument. A second staff to a piano? A tablaure? They all have similar but different answers.

Well, not necessarily. If you want to add a Tablature to a piano staff (a misunderstanding already seen a few days ago: https://musescore.org/en/node/283322), you can't.
First, you must change the instrument in the Staff Properties.
