This is not exactly a bug. Musescore was designed from the beginning to disable the synthesizer if there is no audio device. The problem is that it does not enable it if an audio device is connected. This was a good design feature, but it needed another to go with it.
No, this exactly a bug. iTunes, Firefox, etc. have no trouble playing through a plug or unplug of headphones. Audacity has acquired the same bug, though, too, and requires a "Rescan audio devices" click, and I haven't upgraded it in a long time, so it must be a MacOS change.
Is this the standard format in the new version (every time the audio output changes, such as plugging in headphones after using computer speakers, Musescore fails to automatically update the output)? Has anyone found a solution? It used to do this fine in all prior versions and it's quite annoying.

You sure this is a Musescore issue ? Sounds (sorry) as though it could be a setting problem on your sound card?
Go to Edit / Preferences and make sure your correct device is played, and/or press "Restart Audio and MIDI Devices".

This is a bug, though. I should not have to "teach the Pope to pray" (c). It detected earphone plug activity well until recently.

Yes. I have unplugged headphones left and right (they're usually stereo :), over the years, and have never ever had to press "reset audio and midi".
