The plugin appears in the list but will not load. Is there a way to make it work?

That plugin is for MuseScore 2 and that only, it doesn't work in MuseScore 3 and hasn't been ported.
But it isn't needed in MuseScore 3, as the functionality is now built in:
right-click into (an empty spot of) a measure > Staff/Part Pproperties > Advances Stale Properties... > Notehead scheme: > (pick your choice)
