Inconsistent measure numbers in score and parts

Measure numbers become inconsistent - between score and parts:
- if I change "Exclude from measure count" (offbeat measures e.g.)
- subsequently after parts are created.

I think measure numbers must always keep updated over *all connected parts of the document
- whereever they were changed.
- So even a subsequent changed measure count in a part
- must respect all other parts and the score as well.
