1) have a core with more than 1 page
2) Go into page settings, and set first page number to 0
3) Go into Style> Header, footer. Turn off "Different odd/even" page numbers, and turn off "Show on first page"
4) type something in the header or footer box
You can see that while the header doesn't show on the ACTUAL first page, it shouldn't show on "page 1" either, because that's what you have it set to emulate as the first page when you do step 2 above.

"First Page" is just that (in your case page number 0) and to to be confused with "Page 1", i.e. the page carrying the page number 1
