Yes, by creating a style sheet and making that the default in Edit > Preferences > Score
You mean for new scores you create? You can use Format / Save Style, then specify that stlye as the default in Edit / Preferences / Score. You can also create a score set up as you like then save that to your Templates folder and select that when creating a new scores.
