How, if such a method exists, may one force a system with an empty space beneath it to stretch and fill the gap?

by using spacers. Or by increasing the staff distance. Or by shorting the paper ;-)
It helps if you attach your score, as the answer depends on what is actually going on. Increased staff distance or use of spacers will be appropriate if there is only one system on the page. If you have multiple systems on the page, you may just need to increase max system distance in Format / Style / Page.
