How do I delete notes or rests in a measure? I am hitting delete, but the measure seems to put other notes or rests in another spot in the measure.

Select notes or rest's you want to delete, them hold Ctrl and press Delete
Depends on why you want to remove notes or rest and in which voice
To delete notes, simply select them and press Delete. they will get replaced by rests so that nothing else anywhere in the measure is affected in any way. So I think you may have been misunderstanding what was happening if it appeared anything else was changing.
