To play devil's advocate:
"Whatever tempo the one playing your score wishes to use."
For MuseScore this currently defaults to 120QPM. But you shouldn't count on that ever. If you want a certain tempo, put in a tempo marker. Then everyone reading that score (including MuseScore) will know how to treat it.

MODIFICATION: i found i can add tempo from the View---palette. However, i already put in lots of preliminary notes using CTR--TEXT and when i used the palette the tempo appears above that text instead of above the staff. Is there a way to get the tempo mark above the staff after putting in text above?

nope. i still have same problem: tempo mark appears above the text i have rather than above the staff. I will try adding tempo note and then cupy and paste that text before the tempo mark if i can.

i tried to add text in front of the tempo note but then it appears in bold. i think i have to find a way to insert text between the lyricist-composer line and where the tempo mark would be. will start a new thread for this.

Tempo markings by default go above other text attached to the staff. Sounds like you probably used staff text for something that would better have been placed in a frame. Feel free to attach your score and we can assist better.

thanks again but as i think i posted i found by chance a way to solve this; i just moved the tempo marking below the text i had.

Yes, but as I said, this will likely break as soon as your score layout changes. Much better to do things correctly, you will have fewer problems down the road. Plus you won't have to keep doing this every time you want to add text. A minute spend fixing this now and learning to do it properly will likely save you hours upon hours of frustration later.
