change velocities in one fell swoop
I've noticed the notes I enter all get velocity 80. Is there a way I can rope a section of measuses and tell MuseScore to raise the velocity to, say, 100 for all notes on just the beat ones of the measures, leaving the rest of the notes as 80?

Hold down Ctrl and click on the note you want to edit (or, also:
highlights the measures concerned);
When they are all blue right click / Notes Properties> sets Velocity type on "user", and change the value.
Son't change the velocity of notes, except if you really need it. Use dynamics instead, from the dynamics palette or the musicians will not be able to tell if the velocity of the notes is higher
