Behavior of the instrument catagory inconsistent between Edit / Instruments and Staff/Part Properties

If I click Edit|Instruments, change the instrument group from Common to Early Music, add an instrument then exit the dialog, when I come back to Edit|instruments the Early Music group is still active (this is good!)

However, when I go into Staff/Part Properties and click Change Instrument, the instrument group reverts to Common as I step through the staffs (this is bad!). It would be less annoying if the group remained the last used group in the Select Instrument dialog.

I think the behaviors between these two settings should be consistent.

Also, it makes sense that the instrument group default to Common when MuseScore is initially started, but once a user has expressed a preference in instrument group, retain that setting for the session.
