Okay, I think I get the context, the question now is, why?

Because if the user wanted to add just 1 measure, she would have chosen Add > Measures > Insert One Measure, so by choosing Add > Measures > Inserts Measures ... we can assume that more than 1 measure is to be added.

If this were to be implemented, then you would also want to do if for
Add > Measures > Append Measures ...

That would diminish the discoverability of the command that performs the single insert/append

If you do that, then the default should remain at 1.
Hmmm....I think I would like the "Insert One Measure" to remain. One less click.

Or use keyboard shortcuts: just pressing 'Insert' inserts one bar, while Ctrl+insert lets you choose any number. No clicks required :)
