I have a song in 2/4 time with a quarter note = 82/min. How can I convert it to 4/4 time with quarter note=164/min?

I don't think there is an easier way then just rewriting it completely - others correct me if I'm wrong. There may or may not be a separate plugin, I don't know.
Change the time signature, change the tempo text.
Maybe edit > paste double is what you need though
