Incorrect file name encoding when exporting in WAV format with the name in Cyrillic
File name is garbled when exporting scores in WAV format with the name in Cyrillic. For example instead of "Моя любимая кафа2.wav" I get "РњРѕСЏ любимая кафа.wav"
For .mp3 and in Musescore2 the names are correct.

Likely related to #308694: Windows: Can't export to WAP, OGG, FLAC files with the path name that contains non-ASCII characters only that there (on Windows) it doesn't work at all
