Well, you can, you just need to work at it. The best way depends on what your special reason is for this. Normally music is not supposed to have equal-sized measures - they are supposed to vary according to the musical content, and in particular it's normally considered important that the barlines not line up. The main exceptions are music for children, and for certain publishers in certain contexts, lead sheets. For children's music, where the melodies are simple, you will probably do well to increase the minimum measure width in Format / Style / Measure - that plus Format / Add/Remove Line Breaks may be all you need. For lead sheets where the melodies may be more complex, you may need to rely more on stretching measures individually using the commands in Format / Stretch.
