The play panel doesn't save location on startup and it resets every time I start Musescore

Frequency is you and me at this point.
Are other dialog positions being saved for you? I wonder if maybe you are actually seeing a crash on exit that prevents all such settings from being written.
I'm not getting a crash. When it crashes it asks to restore last session.

Yes, everything else is saved, and if you look at the screenshots, most things are in different places than their default locations, so those all work great. It's just the play panel that's not working correctly
I can reproduce as well, even without messing with the startup preference. Just open play panel, undock, quit, restart, open play panel again.
BTW, not that it really is relevant here, but some exit crashes happen after the session is successfully saved, so it is possible to get a crash and not know it. Of course, if the session data is successfully saved, that suggests you wouldn't see symptoms like this anyhow.

Here, the undocked play panel reverts to docked when the program is closed and reopened.
