Not here on musescore.org...
But indeed on musescore.com that's the way it is, you have to pay of scores uploaded by users and with foreign copyrights (and that is to pay royalties). Not for original work nor public domain scores though.
musescore.com is a score sharing site, it is a place for people to make their work freely available to others. It was never meant as a place to make money selling score. The only scores anyone ever needs to pay for are ones that are owned by someone who is not a msuescore.com user. The money goes to pay the required royalties, thus keeping the score available.
