I don't think there is a name to describe it. Because the chord symbols are arranged according to triads.

Maybe you can invent something like this: C(6-stacked-4ths), C(quartal-stacked6)

Or, by looking at the notes it contains, something like this can be written: Bbm11/C // <= However, the function of the chord is not as it is written.

In general, there isn't always one name for any arbitrarily collection of pitches - often a given collection could be described multiple ways (classic examples, C-E-G-A is both C6 and Am7/C). But more than that, chords symbols aren't designed to be produce specific voicings - one chord symbol could potentially be realized many different ways. If you need that exact combination of pitches played, best to just write it out. The chord symbol should be chosen is to produce a result compatible with that, but you need to keep in mind the actual voicing played might turn out different.

That said, Cm11b13b9 would be reasonably descriptive, and there is always some small chance someone would recognize this as an opportunity to built that structure out of fourths. But it's at least as likely they'd voice it C-Eb-Bb-Db-F-Ab. Perhaps with a G in there as well in one octave or the other, but I suspect most people who deal with music of this complexity would choose to omit it.
