count-in after section breaks

1: enable count-in
2: add a section break
3: pres play

result: count-in at the beginning, and not after the section break
wanted result: count-in BOTH at beginning and after section break

this could be done with a toggle, so you could choose if you want it activated or not
ideally, whenever a section break is placed last on a page, musescore should turn pages at the count-in, not after

This might fit well to the recent chate to apply 'Last system theshold' to section breaks too, see #81856: Last system fill threshold apply to last measure of a section if bool property set for that section break.
I don't see a real need to make it optional (but won't object if it is being made that), doesn't see to fit too well into a section break's properties? The above mentioned change is also not optional (yet)

For future reference: frequency refers to what?
Optional would be nice, though, but I could imagine situations where one would like to decide. It could be related to each section break (a trigger count-in option), but or it could also be a tick box related to the enable count-in button. I'm ok with either, or even as just a hard wired default.
