To me it's a positive feature that the animated cursor is suppressed during dragging, so that the user can see which symbol is being dragged from the palette. Why would you not want that to happen?

If i want to drag with this, i should put notes to the circled area not the symbol

Non-animated cursor will show as usual
The cursor that is shown during dragging is the "drag" cursor (or "don't drop here") as provided by your operating system.
Likely you've not configured it to be equally distracting ;-)
Since your dragging of animated cursors presents issues, have you considered the following?
1. Click on the note
2. Click on the palette item.
