How to change note's playback position?
I've looked this up but all it says is how to change visual position. I'm looking to change when the note is played in a measure. Help?

To move things from one place to another, cut and paste is the way, whether you're moving a to a different location in the same measure, a different measure, a different staff, or a different score entirely.
