Tremolos can't be edited
The tremolos don't appear between notes like I want them to. Plus, the tremolos properties can't be edited. Moreover, the tremolo symbol can be moved anywhere, with no indication of where it is played. I can move the tremolo to where I would like, but this doesn't seem to be how tremolos should work.

Adjusting the position for an element is something that is required to be able to manually resolve placement errors and/or collisions. As with any other element, if you so chose to go crazy in the amount of displacement that's entirely up to you.
As for why your different beaming options for the tremolo are disabled: I'd wager its because you have a tremolo over the duration of a whole note. Since those don't have/show a stem, there is no opportunity for showing that tremelo as connected to the stem (which isn't there).

Thanks for the reply. To follow up on the tremolo beaming and location. Here's the default position for tremolos in MuseScore 4:
Is this standard? I like it better how MuseScore 3.6 does this: it puts the tremolo symbol between the notes, as seen in the lower staff (the upper staff seems to be a fail though):
MuseScore 4 seems to treat the whole note tremolo as having invisible stems. I would like to be able to put tremolos between the notes like in MuseScore 3. I think there should be an option for between-note tremolo symbols like in the Musescore 3.6 screenshot.
(Both pictures show default positions when I put in a tremolo)

See #306442: Incorrect placement of tremolos between whole notes for some discussion of tremolo placement for whole notes I never really bottomed out the desired behaviour. Perhaps it should be resurrected on Git Hub so that the notation design team can offer an opinion.
