repeat two bars just doesnt work

steps to reproduce:
1) create a file
2) fill up a measure
3) add Repeats & Jumps>More>"Repeat last two bars" to next measure
4) realise it just repeats the last bar, and then nothing
5) also what is that thing that gets added on the top? (image)
