Score with 3 generic staves
I am writing a fugue having three parts on three staves. I do not want to specify an instrument, only treble treble bass clefs. I do not want to add a grand staff (eg. piano.) Is this possible?

No. You need to pick an instrument
Were I to attempt what you're describing, and (IMPORTANT) only publishing of the score was the goal, I think you could assign arbitrary instruments, then hide their presence in the score. If the notation in each score possibly could go far above or below the standard stave, you might want to pick an instrument that naturally has a wide range, so complaints of out-of-range notes is minimized. Also in that case, use of the occasional 8ve or 8va can help keep things out of multiple ledger lines.
