I don't know why you are asking this in the context of Musescore.
This is a html error code. It basically means that you do not have permission to the requested website and need to log in first.
Or:
Invalid login credentials.
It may mean that either a username or password you have provided is invalid.
Other reasons or possibilities:
Refresh website
Typo in the URL
Clear cache
Incorrect login requirements from the host server
