Try reverting to factory settings, via commandline (reinstalling keeps the settings)

The error message you mentioned (Got unexpected locking error 123) may be related to a file permission issue. You can try to run MuseScore as an administrator or change the ownership of the MuseScore folder in your AppData directory https://musescore.org/en/node/350951. splatoon 3

Thank you, but that didn't work either. I do see that there's an earlier error in the log, that is:
2023-06-26T08:03:23.990 | ERROR | main_thread | | operator : error: qrc:/qml/MuseScore/UiComponents/FlatButton.qml:174:5: QML Loader: Binding loop detected for property "itemImplicitWidth"
Perhaps there's a corrupt file that's preventing it from loading? Does that make sense? How do I stop MuseScore from loading scores?

SOLVED! This directory:
C:\Users\AppData\Roaming\MuseScore
had 34 "lock" files in it. When I deleted these lock files, MuseScore 4 opened fine.
