How do you shrink the size of individual notes

If you need to shrink individual notes it is usually for one of these purposes:
a) to provide an alternative note to play or sing
b) to show a cue run-in played by a different instrument

In both cases you will find that the Properties panel has a checkbox "Cue size" in the General section.

But in your example image the notes look like ordinary notation, in two voices.
