(and ditto for the last measure: change the Measure duration in Measure properties - alternatively, by deleting unwanted beats with Ctrl + Del after selecting rests)
When you create a new score, you can define a pickup bar (anacrusis).
If you already have a score and have written notes in bar 1 and then shorten the duration in the properties, this bar will be shortened from the right-hand side, regardless of whether there is a note or a rest. This is not normally desirable. It is therefore better to use Ctrl+Del to remove superfluous rests.
You often want to exclude the first bar from the bar count. You can also specify this in the bar properties for bar 1.
This is not a problem with the last bar.
