What text boxes?
Which text type are you using?
Are you choosing the text element from the Text palette? In that case both System text and Staff text can be placed below the staff through the Properties panel, but it's difficult to discover:
Properties > More ... > Position > Above / Below
or
use the shortcut X to toggle the text element above or below the staff.

Are you trying to add lyrics (words) to a song? You generate Lyrics by selecting the first note and then use shortcut Ctrl+L. Notice that Lyric text by default appears below the staff , and the same X shortcut will toggle the lyric text above or below the staff.
