Scaling

I want to play this piece but the notes are all really short and complex like 64th notes and I want to basically scale it. For example, if there was a piece with a measure that had an eighth note, 16th note, and quarter note, scaling it would create 2 measures with a quarter note, eighth note, and a half note combined.
I'm wondering if there's a way to do that for a piece to get rid of the complex notes.
