Can I:
Copy voice 1 to voice 2 in the same staff?
Use "repitch existing notes" in just one voice on that staff?

I'm sorry, I wasn't clear. Can I copy voice one notes to voice two without overwriting voice one?
I'm unclear on how to use the Filter.

You don't need the filter (selection filter). Do as Jojo wrote - in detail:

Yes, of course.
Select the repitch input mode, select the desired voice and rewrite the pitch using the note names.
