Special time signature in Dutch Liedboek

In the Liedboek (2013), a special time signature is used, consisting of a number (above) and a note head with stem (below). See the attached image for three examples.

How does one create such a time signature in Musescore? It was suggested (in the Dutch section of the forum) to create an image and paste it where the time signature goes, but I'm curious if there's another solution.
