Making an empty staff re-appear on a certain sections while while using "Hide empty staves within system".
I am writing a orchestra piece and I hide empty staves without music (having rests) using the "Hide empty staves within system" property under styles. But for the organ, since it has 3 staves (for right hand, left hand and pedals), when only one of the staves has music (e.g. only right hand playing), I want the other 2 staves to appear with rests to appear, not just displaying the only staff that is playing.
This also applies to a piano that generally has 2 staves. In the screenshot I've attached below, on the left side of the screen, the staff of the pedals of the organ has rests but I want it to appear because the right hand and left hand are playing, just like it appears on the right side of the screen.

Do something so that those measures are not empty. See the attached score.

The middle four measures have notes in the pedals of the organ but none in the keyboards. To see how I've forced those empty measures to display, click on View / Show / Show invisible. Those notes you see are in Voice 2 (so they won't interfere with the rests in Voice 1) and they are set to not be Visible nor to Play (in the Properties tab for those notes).

In particular "...set the Hide when empty option to Instrument for each of the staves. "
