I can't change the tempo from beat 4
I want to change the tempo from beat 4, but It is played as changed tempo from beat 1 even if I placed tempo marking at beat 4. I'm using MS4.4 nightly latest build.(so I believed this is an issue of new version)

That file was created in version 4.4 but most people will have 4.3.2 as the latest stable release and can't read it.

Unless they tweak their settings to allow opening newer scores...
( I believe it is setting

"Most" people won't bother to answer a post if there are hurdles.
Set that note in a new measure. Make the preceding measure have only three beats and this measure one. (Similar to what you might do for pickup measures.) Change the barline as appropriate.
This puts the new tempo at the beginning of a (logical!) measure, so it starts playing faster at the correct place.

Changing tempo mid-measure has always been possible up to and including Mu 4.3. I don't have the Mu 4.4 RC installed, but it sounds as if this is a regression in 4.4?
Can anyone else confirm this as a fault, and report it on Github?

I had assumed without actually checking. Changing tempo mid-measure works flawlessly: this score has tempo changes on each eighth note in a measure and plays correctly.

OP (and others, of course), does this play correctly for you? If not, it seems like you have some specific configuration issue? Perhaps try clicking on Help / Revert to factory settings?

Yes I had done this.
now I return it to 4/4, but It works correctly!
when I do this (3/4 + 1/4), it doesnt work correctly
