I thought I'd get access to scores?
I have MuseScore PRO+ subscription: Active - 117 days left, but when I try to download a score, it hits me for payment. I thought I had bought something. Instead I bought nothing unless I pay more!

I guess you try to download an "Official Score"? As you can read in this article: https://intercom.help/musescore/en/articles/8535874-what-is-included-wi…, the "Official Scores" are not included in the PRO+ subscription.
