Tempo
every time I begin a new score the tempo defaults to quarter note equals 120 BPM.
I am unable to alter or change the tempo.
I need quarter = 60 bpm

When you create a new score, answer the questions you are asked! Especially here:
https://musescore.org/en/handbook/4/setting-your-score#additional-score…
There you can change the tempo.
If you have a score, apply a tempo marker from the tempo palette. Change the value of 80 by double-clicking and entering a new value.

I do not get the original screen you have. I am not offered various key signatures and the like?

Which Musescore version do you use?
Do not click on "Done" instead of "Next" while setting up the score.
