Multiple consecutive rest bars not merging (tried M, project file included)

HI folks,

The title pretty much speaks for itself. I've tried to persuade the multiple full bar rests in the attached piece to merge (given the M key much abuse), but no dice.

If you could shed some light, I'd be much obliged.
