Multimeasure rest issues

I'm having trouble creating a multi-measure rest in one part of something that I'm writing. It's only an issue at these two sections in this single part (out of about 15 other parts). I've toggled the multi measure rest option (Mac: cmd-shift-M), deleting the parts around it and pasting it back in, closing the part/opening back up, force closing the program/starting back up again, breaking and reattaching multi-measure rest functions on staff/part properties, among other things.
