Yeah, use one of those and in the Properties, click "Span to next staff" and then change the "Span to" value to -8. Don't worry, you ain't gotta get the barline exactly like it is on the printed sheet music. The function is the same.
You can't really do that. If you put a barline in the top staff and drag it down, the next click will make the barline retreat to the top line of the bottom staff:

MuseScore doesn't have a double dashed barline (funny enough I'd have had a use for it just yesterday)
Perhaps as a compromise, use a double barline with its Span presets property set to Short 2 ?
There is a single dotted barline.

Split the measure first

So then you add one to the staff below. No need to split anything.
