Curtesy key, time, and clef before back repeat?

I'm wondering, if a repeated passage has a clef, key, or time change, that doesn't apply, or even if it does apply, to after the repeat, how would I put any of those before the back repeat? For instance, in Fairy Flying from Ocarina of time, the time changes from 11/16 to 5/16 and then repeats, and after the repeat is 11/16 as well, so it would make sense to have the time change before the repeat bar as both a time change into the next bar and a curtesy time change.

Your example screenshot shows nothing like what you are describing in words, so I'm really not sure what you are talking about.

If a "repeat" doesn't include EVERYTHING that happened from the start repeat to the end repeat, then it's not really a "repeat", is it?

If the time signature is before the repeat bar it means it will apply from the start of the repeated section next time around. But even if it is the case that the repeated section starts in 11/26, the time signature should go at the start of the repeated section. However, you have not shown the start of the repeated section so we can only guess what is there.
